One thing they could do immediately is ocntract with the nearest community colleges and insure that they offer courses in construction, plumbing, electricity, nursing, teacher assistant etc. so that the people there could improve their situations...many skills could be taughtin high school, and should be taught to every hgh school student regardless of wealth, high status etc. Everyone. We produce many incompetent people in our education "system".
