Well, as far as it being complictaed for the PM, if he cannot cut through the shit and get the job done he should not be PM. THAT is his job. THAT is what he is elected to do. If he runs into opposition of any kind and doesn't have the balls to ensure our First Nations are treated well he's incompetent and should be replaced.
