It should eliminate transactions where the financial return is very small (in global financial terms!!!), but whether that would any significant calming effect is hard to judge.

As for Fred, his position is hardly new: he has been opposed to the euro as long as I can remember. Not that consistancy is a bad thing, but it is not really newsworthy.
