Even among the states of the deep South and the former Confederacy, Mississippi is and always has been a special case of a dystopia for Black folks & proud champion of The Lost Cause, Whitre Supremacy, social Darwinism & myriad other delusions.
Never had been much luck "confronting the negatives" since Reconstruction's failed effort to enforce the 13th, 14th & 15th Amendments & the abandonment of the Black popualation in with the Election of 1876, until the Civil Rights Movelent of the late 1950's - 1960's.
Despite the gains made in the last 50 years, a substantial segment of the population still doesn't "get it" & Mississippi is once again in the forefront- please recall that they proposed putting Imperial Wizard of the Ku Klux Klan Naathan Bedford Forest on their automobile license plates and the state flag still incorporates the Confederate battle flag.
