Hadn't heard of this until now, MtheGM. If the tv show Spooks aka as MI-5 is anywhere near the real thing, this wouldn't surprise me at all, on the parts of both governments.

According to a speech Eric Holder, US Attorney General said, our own government can assassinate its own citizens abroad if deemed necessary by a "secret" panel, so it's anything goes, it seems:

Holder asserts that Constitutional guarantees of due process aren't violated by a program that secretly targets American citizens for assassination without "even charging them with a crime, notifying them of the accusations, or affording them an opportunity to respond" through a judicial process.1 Holder made this point clear saying,

    "Due process" and "judicial process" are not one and the same, particularly when it comes to national security. The Constitution guarantees due process, not judicial process."
