I thought it was used mostly as a shorthand for:

"you're too stupid to argue with so I'll accept that there is plausible cause to believe you may have accidentally said something containing a miniscule fragment of factual content."

On reflection, it seems that it's becoming more frequent to use the term for

"Hey, I'm as gullible as you are."
