While I doubt it will have much real effect, that risk register could be a bit of a time bomb. Anything in it that comes to pass will be taken as something the government knew about but deliberately hid. Come election time, that could prove very painful for them. Whenever it gets published will cause problems, but not publishing it will be just as difficult...
