Had England lost by one goal to nil then they would have been on 4 points which is the same as France; the teams drew in their head to head so it would go to goal difference; both teams would have scored the same number of goals as they conceded; so I take it after that the team who scored more goals would go through. England would have scored 4 and France only 3. Seems logical anyway!
