It is not in Turkey's interest to start a full-scale war in a neighbouring country that would send a couple of million refugees (many of them Kurdish) over the border into a region of Turkey which has already been in a small-scale civil war for 30 years.

Erdogan is not an idiot. The only policy that makes sense for him is to calm things down as far as possible.
