The settlements are expansions. The fences are expansion. Due to international law and the fact they do not want to absorb 4 million non-Jewish Citizens. Israel does not claim the land they settle and annex until the steal it.

Gaza is a defacto concentration camp but the Israel constantly declines to feed and otherwise support the refugees on the land it has claimed by conquest.
