The argument is that everyone is part of the health care system and will use it at some point so those who do not pay now are putting an unfair burden on those who do buy insurance. Kind of like, you benefit from the roads and ports whether you use them or not, I guess.

I don't like the idea that insurance companies and private hospitals make spending priorities. But then I am not an Ayn Randian who believes that self interest is in the public interest.

But this rationale does make for a better system than we have now. The Insurance companies have more revenue but they are required to spend 85% of that on providing care means, theoretically at least, that they will be competing to provide more efficient care.
