The Department Of Hopeless Stupidity is an unnecessary and redundant agency created out of paranoia and Yanke Doodle Dandy patriotism. It has an obscene budget, ditto number of employees. Since there aren't enough real "terrorosts" or other undesirables out there, they have to occupy their time with other busy work. Like spying on innocent citizens.
