Interference with the composition of juries, notionally ordinary people randomly chosen to provide the sort of cross-section needed to make such an entity work at all, would probably bring more problem in its wake than it would solve. Intelligence tests, profiling, &c, would defeat the object of the organisation, surely?

I am not in any way defending the system; just pointing out that for all its shortcomings, nobody seems to have contrived to come up with a better one.
