There have been a number of threads on this: to tune it put the plastic in hot water which will soften the glue, and remove it. Take off as much of the glue residue as you can and the result should be a tuneable head whistle - push mouthpiece further on to sharpen; pull further out to flatten. Put a smear of vaseline or cork grease on the joint.
