Start, Run, taskmgr.exe, OK

... but my guess is that it still won't run. This is usually a symptom of a PC being infected with some sort of malware, which disables TM so that you can't see the extra processes running.

Definitely assume the worst, and go through the normal procedures to disinfect your PC.
