Hoover inherited the mess caused by the non regulation of the wall st thieves. Coolidge saw what was coming and refused to run again. Hoover was very good at rebuilding Europe after WW 1, but he gets no credit for that.
FDR had some respect for him; during his administration he ordered that the new Boulder Dam be named Hoover Dam.
