The rest of the world voted weeks...even months ago...why the USA procrastination?

Because the choice to hold general elections in November was made when the US was still a largely agrarian society. It was the month when voting would pose the least hardship to farmers. The harvest was in, winter travel wasn't yet difficult, and supplies of home-made hard cider were plentiful so as to make election day bans on alcohol sales more bearable.
