Chad, my dearest Morty, is the little paper that hangs below a punchcard that has been punched as is done in the voting machines used in Florida and other places. We have this major hoopla going on over whether a vote should be counted if the chad is attached to the ballot and not cleanly punched through. They have now named the various types of attachment and ruled on whether each type is or is not a vote. We have hanging chad, swinging chad, garage door chad, pregnant chad..............Its freakin' unbelievable!!!
