Voters in general don't see gerrymandering as a means of denying them a voice.   They just want the person who has closest views to them in office. Parties realize this. That's why gerrymandering usually means including more and more voters of similar political bent.

So gerrymandering is way, way, down the list of burning issues for virtually everybody.
