I would make it unlawful for any public appointee, police commissioner, quango board member ... to have ever been a formal member of a political party.   And obviously that all candidates in elections must be formal members of whatever party they stand for. People standing for Parliament as independents are a special case, and for these we should use a precise statistical rule to determine whether their voting record is significantly different to the other parties. If not, they are also excluded.
