Not inherently; they have a native sense of right action, or ethics. But they also have a reactive component in their mental processes which is capable of overwhelming or overriding the rational and sensitive component, resulting in insane action, or at least very unproductiver choices. That's why we invent moral codes--to impose a modicum of control over the baser daemons of our natures. This is not a good solution; better by far would be to learn the genus of such daemons and curtail them at source.
