Are you talking about the process to acquire government owned land? Are you talking about historic laws? I suspect land ownership laws differ by country.

If I already own land, yes, I have to pay taxes ( where governments deem it so). But, there is rarely conditions that I have to use the land for a specific purpose to keep it.
