Dems do NOT want to disarm Blacks. They make the presumption that all Blacks are criminals, and will violate the laws, as they have in the Dem controlled urban areas like Chicago in the past. They do want to make it look like they are doing something about gun violence, without having to actually deal with the causes or results in any real fashion.
