The core of the solution lies in qualifying gun-bearers at all levels. The assumption that because someone WAS qualified as an ex-cop he therefore IS qualified is very risky. To qualify as a gun-bearer, you should be thoroughly vetted as to your legal history, current level of competency in safety, and minimal physical copetency (eyesight, hearing and coordination). It's like driving a car, only more likely to do harm (since that's what it was built to do) in the wrong hands.
