To KB, not exactly predetermined in all cases...but not genetic as the misplaced ideologues would want it to be, to equate it with the civil rights issues of the 60's.. That's why I posted, that those who WANT help should be able to get it...The ideologues have determined that it can't be given help, so they want to deny them.
