Wouldn't be Baubles, Bangles and Beads if you did that leeneia. The song is correct as written with 1/4 1/2 in the first 3/4 bar. If you made it 1/4|1/2 1/4 you'd get strange stress on bau-|bles, bang-|les.

It's also the way the melody appears in the string quartet. If you look at the pdf of the Scherzo from the IMSLP link above you'll see at the bottom of the 2nd page - bar 29 onwards - that the original melody starts the same way.
