Without checking the complete Lawson collection, I think that is from the period when he was a writer for the early feminist (~/) magazine run by his mother Louisa Lawson. This would mean that he wrote it some time in the mid-1890s. Henry died in 1922, so the words are out of copyright - even under dubious American manipulations of the copyright law.

The usual tune is the one written by Priscilla Herdman and is, of course ©.
