Well I had never thought about this before. It looks like I'll have to get out my flashlight and head to the bandstand in the park some evening. I'll wait for the warmer weather though. I suppose if we cut down all the trees, remove all playground equipment, and put a lot more light in the park we could expect no naughty behaviour there but it wouldn't be a great place for reasonable behaviour either.
