Most changes in taxation anywhere are designed simply to shift the burden (and gain political advantage) rather than reduce overall tax revenue. Domestic rates were abolished, and I'm surprised that GSS is surprised that the government sought to recoup this from other taxes.

I believe Ireland is about to introduce a local property tax, which at a quick glance seems to be on a similar basis to the community charge in the UK. I wonder whether they will make any corresponding reductions to the tax burden elsewhere - I suspect not, which is probably more of a reason to complain.
