The guy's whole problem is that he's trying to play the thing two fast, and he's tripping over himself.

I started making some really decent progress on the guitar when one of my teachers told me to use a metronome, and when I'm working on something new, set it v-e-e-e-e-r-y slow, about 50 or 60 beats per minute, and stick to it. Then, when I can play it perfectly at that speed, up the metronome a tick or two and play it again. Then again. And again, never increasing the speed until you can consistently play it through perfectly, with correct finger action and good tone.

Eventually, when you have it up to speed, up it again by a tick. Then again. Until you can play whatever it is about ten percent faster that it should be played. Then, back off and play it at the correct speed, with the secure knowledge that you have speed in reserve.

It may seem like going the long route, but believe me, it's the fastest way to do it.

That's how classic and flamenco guitarists learn to play those blazingly fast scale passages, and the same works for just about anything on any musical instrument.
