As I said before, the Pentagon runs the executive branch and there is only so much Obama can do to change the agenda that was already in place, courtesy of his predecessors. I'm pretty disappointed in Obama for what I perceive to be him not fighting hard enough to change things -and I'm not alone- but I'll still cut him slack before someone like George Bush (Dick Cheney). I honestly think the president is a figure head nowadays so why blame Obama?
