Just part of the planetary wave fluctuations -- ozone holes are seasonal. (There was a seasonal ozone thinning long before chloroflurocarbons came along). We have another 60 years or so before we are out of this bad patch. But the Ozone agreement is one of the few causes for hope that human beings can clean up their global act!
