England is much the same (and I doubt Scotland would be much better, though it seems not to have been included).

The UK's particular brand of educational incompetence is ludicrous over-management, with far too many managerial posts, far too much setting of goals, rules and guidelines, and a ridiculous pace of completely pointless and hugely expensive fad-driven change in methodologies and organizational structures. Every new government seems to think it has a mandate to completely revolutionize education, and the result is that no system is ever left alone long enough for teachers to make it work.
