Right, SaulGoldie. Rescuing ourselves from ourselves is one of the hallmarks of a civilized society. An analogy might be that we require/encourage life vests on board boats, hard hats on construction sites and on bikers, seat belts in cars, etc. Each of those things cost money to the user but it can't be denied that they are a good idea. Not punishment.
