Re: The Mark Johnson/Marc O'Connor version needing a new title, it has one. It is called the Ballad of Sally Anne where the older song with the "muskrat" lyrics is just called Sally Ann. As Info, you cannot copyright a Title but you can copyright lyrics and melody which is probably why the new lyrics were written to the Ballad version and the melody changed a little.
