It should be said that, much as I despise GW Bush, having someone like her at EPA is quite striking because it raises the profile of the position substantially. He must have promised her that the EPA would be taken seriously. If he was going to gut it or wreck it, I can't imagine that he would have invited her. We are not talking James Watt here. This doesn't mean that it may not be a Machievellian plot: but it is not automatically a sign for wringing of hands among environmentalists.
