I just found out who composed this tune
Debbie Scott
She's a Shetland Fiddler. "She has written lots of good tunes but this is a little known one. I haven't heard anyone in Shetland play it. We got it from an old cassette tape called Before the Mast. Debbie is from the small island of Papa Stour. She is married to Ronnie Jamieson who is another good Shetland composer."

I think it's important to have this attribution.
