Yes, but some seem to encourage, if not maintain, it by their participation-versus ignoring it.

IMO, these folks are often the ones to complain (aka whine) to the broad community, or to thecmods, when they occasionally lose at their own "enabling" game.

I have sympathy for those who are innocent targets, but not for those who work hard to encourage abuse.
