The song was made directly from actuality recorded from two veteran East Anglian fishermen for the Radio Ball;ad, 'Singing the Fishing', Sam Larner and Ronnie Balls - both used the term 'sailing Lugger' extensively.
Tautology is a common feature of vernacular speech.
Seems a dead giveaway that this particular writer is being somewhat clever-clever.
