It's a variant of "The Boyne Water" (particularly the second part), which is in fact a tune from the time of William III, still in the repertoire of Orange flute bands. So Garson got the extra-musical associations pretty much right. The resemblance is close enough to get your head kicked in if you sang or played it in places with a serious Orange/Green divide.
