I am not sure there are many areas of the town where parking is only prohibited in Folk Week. Some examples might convince me otherwise.
Sidmouth is 'governed' by 3 separate councils. The Town Council which is very supportive of the festival. East Devon District Council which is less so.... And Devon County Council. Which one has responsibility for parking restrictions?
