You've got it about right Rick, You put a splitter on the cable and run one lead to your downstairs TV and the other one to the upstairs one. If you find that picture degrades by being split then you buy an amplified splitter.

Your cable company might have some ruling as to how many TVs you are 'allowed' on your connection. I had a cable company steal my four way amplifier once, becuase they didn't approve of me using four TVs from the one connection.
