I knew someone who got cable by cutting the insulation off the wire of the cable running outside the building to the dorm room above hers, and wrapping the end of her cable wire around it. Splitters are much more civilised, and there's less interference.

As far as the TV - anything with enough channels should work, unless you have HBO or something that requires descrambling.
