Yes... you can delete the update noted here (KB 3035583 ).. then hide notices asking to reinstall it. (you right-click on the notice of available updates and choose 'hide'.

To uninstall it, you bring up the list of installed updates (in control panel->windows updates->view update history) and right click that to uninstall it.
