as to Mrzzy's point: true. But a deaf French person cannot communicate [in FSL] with a Canadian or American fluent in ASL. It's actually quite open about its French roots ~ the degree-granting Gallaudet University in Washington DC is named for the deaf teacher of the deaf from Paris.   British deaf users of BSL can't conveniently or easily chat with Canadian deaf folk, even by fingerspelling [different manual alphabets]. And LSQ is as far from FSL as Quebec French is from Parisian.
This is good news for deaf Scots who prefer manual communication.
