Haven't tried it myself, but there's a thing called "The Amazing Slow-Downer" which I have heard people praising very highly. It's not free, but not expensive either. Might be worth a look.
You can slow music down to 50% in Windows Media Player, or at least you used to be able to do that. I have used that on a couple of occasions, and it works fine.
