I found a company called Paul & Joe Beaute that, back in 2012, imprinted cat pawprints on some of its lipsticks (not the case but the product itself). (You can see an example here).
I don't see any obvious sign that the eyeliner was ever so decorated, but I think the lipstick makes Paul & Joe a fairly likely suspect. There are two decorative motifs running through its product lines: cats and flowers. Right now they seem to be leaning towards flowers, but there are still plenty of cat references.
