Jim, you are attempting to equate "industrial action" with economic sanctions against another country.
Industrial action, or withdrawal of labour, mainly involves hardship to those who instigate such action, not people who are not involved in the dispute.
Economic sanctions are a weapon of terror which act against a broad swathe of mainly poor people who often have no interest in the dispute or any voice in government.

In most cases people should be allowed to determine their own form of government, and that usually involves decades of political evolution.

I repeat, who are we to determine what is "good" for other cultures and that they must suffer to obtain our version of how they should live.
