I think that this is really about the (London) Folk Song Cellar - recorded at Cecil Sharp House in London in the 1960s by the Transcription Service of the BBC for sales to overseas radio stations. Cellar Full Of Folk appears to have been made up of clips from the former for the BBC World Service which was then broadcast on shortwave.
