The seed drill of 1701 had not been 'perfected'. To quote a well known source:

"Seed drills of this and successive types were both expensive and unreliable, as well as fragile. Seed drills would not come into widespread use in Europe until the mid-19th century."

Also, MCC passed control of governing bodies elsewhere in 1993.
